Power of Prevention

Imagine a world where every individual, regardless of their past, has access to essential healthcare services and the support they need to thrive. For returning citizens living with HIV, this is not just a dream—it’s a necessity. The Intervention Services Program (ISP), part of the DC Health’s HIV AIDS Hepatitis STD Tuberculosis Administration (HAHSTA), is on a mission to transform this vision into reality.

Returning citizens often face critical barriers upon reentry, including disrupted access to healthcare, unstable housing, limited employment opportunities, and unmet mental health and substance use needs. These structural and social determinants significantly hinder promising reintegration and access to care. As a result, returning citizens experience heightened risks of HIV transmission, experience lower rates of vial load suppression, and face an increased likelihood of re-incarceration, which further spins the cycle that marginalize and poor health outcomes.
