Julia Zigman is a Senior Program Analyst at NACCHO, where she supports local health department HIV/STI prevention and care programs through capacity-building and technical assistance activities.

She co-leads multiple workgroups of health department staff involved in Ending the HIV Epidemic projects, HIV care provision, and cross-cutting sexual health and harm reduction services. A proud St. Louisan, Julia earned a Bachelor’s in International Studies at Washington University in St. Louis, where she also worked at the Washington University PrEP Program creating client resources and supporting research on challenges to PrEP adherence among Black and Hispanic men who have sex with men. Julia completed her Master's in Public Health from Johns Hopkins School of Public Health in May 2024 as a Bloomberg Fellow in Adolescent Health. Her public health interests include policy and program implementation supporting queer and transgender youth and other marginalized communities to thrive, with particular interest in sexual health, harm reduction, and stigma prevention.
